The Pradhan Mantri Awas Yojana (Urban) Mission, launched on 25th June 2015, aims to provide housing for all in urban areas by the year 2022. The mission provides central assistance to implementing agencies through states/union territories (UTs) and central nodal agencies (CNAs) to provide houses to all eligible families/beneficiaries, covering a validated demand for houses for about 1.12 crore households.

According to PMAY (U) guidelines,  Pradhan Mantri Awas Yojana (Urban) 2015 the size of a house for the Economically Weaker Section (EWS) can be up to 30 square meters of carpet area. However, states/UTs have the flexibility to increase the size of houses in consultation with and approval from the Ministry.

This initiative is a significant step towards addressing the housing needs of economically weaker sections in urban areas, ensuring better living conditions and promoting inclusive urban development.

Continuing the government’s efforts towards the empowerment of women from Economically Weaker Sections (EWS) and Low-Income Groups (LIG), unlike earlier schemes, the Pradhan Mantri Awas Yojana (Urban) has made it mandatory for the female head of the family to be the owner or co-owner of the house under this mission. This provision aims to empower women economically and socially by ensuring their ownership or co-ownership of the house.

Ministry of Housing & Urban Affairs has initiated Affordable Rental Housing Complexes (ARHCs), a sub-scheme under Pradhan Mantri Awas Yojana – Urban (PMAY-U). This will provide ease of living to urban migrants/ poor in Industrial Sector as well as in non-formal urban economy to get access to dignified affordable rental housing close to their workplace.

MoHUA has initiated the Global Housing Technology Challenge – India (GHTC-India) which aims to identify and mainstream a basket of innovative construction technologies from across the globe for housing construction sector that are sustainable, eco-friendly and disaster-resilient.

A web based monitoring system, CLSS Awas Portal (CLAP) is a common platform where all stakeholders i.e. MoHUA, Central Nodal Agencies, Primary Lending Institutions, Beneficiaries and Citizens are integrated in real time environment. The portal facilitates processing of applications along with tracking of subsidy status by beneficiaries. CLSS tracker has also been incorporated in PMAY(U) mobile App and UMANG platform.

The government’s commitment to empowering women from Economically Weaker Sections (EWS) and Low-Income Groups (LIG) is reflected in the Pradhan Mantri Awas Yojana (Urban), where it is now mandatory for the female head of the family to be the owner or co-owner of the house. This initiative is designed to enhance women’s economic and social empowerment by ensuring their ownership or co-ownership of the house.

Additionally, the Ministry of Housing & Urban Affairs has launched Affordable Rental Housing Complexes (ARHCs), a sub-scheme under the Pradhan Mantri Awas Yojana – Urban (PMAY-U). This initiative aims to improve the quality of life for urban migrants and the poor working in the industrial sector or informal urban economy by providing access to dignified and affordable rental housing near their workplaces.

The PMAY (Urban) adopts a basket of options to ensure the inclusion of a greater number of people depending on their income, finance, and availability of land. These options include:

  1. In-situ Slum Redevelopment (ISSR):This option involves the redevelopment of existing slums by providing pucca houses to eligible slum dwellers at the same location where they currently reside.
  2. Credit-Linked Subsidy Scheme (CLSS): Under this scheme, eligible beneficiaries are provided interest subsidies on home loans to facilitate the purchase or construction of a new house or the enhancement of an existing one.
  3. Affordable Housing in Partnership (AHP): This option involves the collaboration between public and private sectors to develop affordable housing projects, particularly for EWS and LIG beneficiaries.
  4. Beneficiary-led Construction (BLC): This option empowers eligible beneficiaries to construct their own houses on land provided by the government or through other means, with financial assistance provided under the scheme.

By offering these options, PMAY (Urban) aims to cater to the diverse housing needs of urban residents across different income groups while promoting inclusivity and sustainable urban development.
